How does Meta Ads retargeting work?
Meta Ads retargeting shows ads to people who already interacted with your business: site visitors, pixel events, Instagram or Facebook engagers, video viewers, or customer lists. It works because those people have a stronger signal than cold audiences. It fails when the pool is tiny, frequency is uncapped, exclusions are missing, or the creative repeats the same first-touch ad instead of a next-step offer.
Pools you can actually build
Standard pools include website custom audiences by URL or event, engagement audiences from the Page or Instagram account, and video-view audiences. List-based audiences depend on matching quality. Each pool should map to a message: abandoners get a reason to return; buyers get a different offer or are excluded.
Windows and recency
A 180-day visitor pool is not the same as a 7-day checkout starter. Shorter windows are hotter and smaller. Longer windows need creative that acknowledges time passed. Pick windows from your sales cycle, not from a default in the UI.
Exclusions prevent embarrassing ads
Exclude purchasers from acquisition and from ‘come back and buy’ retargeting unless you have a deliberate second-product offer. Exclude recent leads if sales is already calling them. Retargeting without exclusions is how customers see the same ‘first time?’ ad after they paid.
Frequency is the silent killer
Small geos and small sites produce tiny retargeting pools. Meta will hammer the same people if budget is high relative to pool size. Cap frequency, lower budget, or widen the pool. High frequency plus falling CTR is a pause signal, not a ‘need more bid’ signal.
Creative should change the job
Retargeting creative can use proof, objection handling, a tighter offer, or a different format. Repeating the prospecting hook wastes the only advantage retargeting has: they already know you exist.

Often cost per result looks better because intent is warmer. It cannot replace prospecting; the pool will empty. Treat it as a layer, not the whole account.
What if I do not have enough site traffic?+−
Use engagement and video-view audiences, or skip heavy retargeting until traffic exists. Forcing a $50/day retargeting campaign on 80 visitors a month mostly trains you to ignore frequency.
Does iOS tracking kill retargeting?+−
It reduced some site-based matching. Conversions API, first-party lists, and on-platform engagement audiences remain usable tools. Do not pretend the pixel still sees everything.
