What does CPA mean in Google Ads?
CPA in Google Ads is spend divided by conversions, using whichever conversion actions you count. If ‘conversions’ are page views, CPA is a cost per page view. If they are qualified opportunities imported from a CRM, CPA is closer to a business number. Always name the conversion when you quote CPA, and do not compare Google CPA to Meta CPA as if the actions were identical.
The denominator is a choice
Primary conversion actions define CPA for bidding and for many reports. Clean that list before you discuss targets. Two conversion actions for one thank-you page will halve CPA on paper.
Lag and attribution
Search conversions can close days later. Early CPA after a launch is noisy. Data-driven attribution (when available) will not match last-click stories. Pick a window and a model for the meeting, then stick to it for the comparison.
Target CPA is not a wish
Set targets near recent actuals. A target far below history throttles volume. A target far above history spends freely. Recalculate when offer or landing pages change.
Qualified CPA
Adedon prefers to report cost per sales-accepted lead when the client can share dispositions. Platform CPA remains the operational metric. Decisions that move budget should mention both when they disagree.

People already know you. Use it as a defense metric, not as the target for non-brand.

No. Match type, funnel, and geo change costs. One account-wide target hides starving campaigns.
