What does CTR mean in Google Ads?
CTR in Google Ads is clicks divided by impressions. On Search it is a strong relevance diagnostic: if people see your ad for a query and do not click, the ad or the keyword targeting is off. On Display or Demand Gen, CTR is naturally lower and not comparable to Search. High CTR on the wrong queries is still waste.
Search CTR is a relevance meter
Expected CTR feeds Quality Score. Improving headlines to match the query can lift CTR and help Ad Rank. That is useful. It is still not a conversion.
Do not compare Search CTR to YouTube CTR
Surfaces have different behaviors. A report that averages them into one ‘account CTR’ hides the story. Segment by campaign type.
Impression share and CTR together
A high CTR on a tiny impression volume can mean you only show for brand. A low CTR with high impressions can mean broad match is showing you for vague queries. Read them together.
RSA combinations
Google may show headline combinations with different CTRs. Asset labels (best/good/low) are directional. Pinning every headline to ‘improve CTR’ can freeze learning.

There is no universal number. Brand Search CTRs dwarf non-brand. Compare like with like in your own account over time.
Will a higher CTR always lower CPC?+−
It can help Ad Rank. It does not guarantee cheaper qualified leads if the new copy attracts the wrong clickers.
Why did CTR drop after I added broad match?+−
You are showing for more distant queries. That is expected. Judge the experiment on qualified CPA, not on nostalgia for the old CTR.
